Edits only target_url and payload (e.g. to fix a wrong endpoint or body before a resend). Status is system-managed.

A submitted payload replaces the stored one wholesale (parts are never merged); keys outside the payload shape are dropped. Explicit payload: null fails validation (422) — the frozen snapshot is never cleared.
