List a tenant's feature-flag rules

The tenant’s rule for every declared flag, ordered by name. The listing reconciles first: a declared flag with no row is materialized at its code default, a row naming an undeclared flag is retired. A tenant-scoped caller reaches only its own tenant — any other tenant reads as absent.
