Soft delete by default; cascades to accounts and users and is reversible. hard=true permanently removes the tenant subtree and, for each of its accounts, purges the data that account owns in services keeping their own database — currently its classifiers in IDS. A purge that fails aborts the delete with nothing removed, so it can be retried.
